The following Email inquiry sent to NUSTL@hq.dhs.gov 9/30/2026

Blue UAS for First Responders Comparative Assessment Report, September 2026, Department of Homeland Security Science and Technology and National Urban Security Technology Laboratory.

The following are a few objective questions about the data collection methods for the U.S. Department of Homeland Security Blue UAS Comparative Assessment

Were the results measured by a repeatable scientific process, or based on participants’ perceptions and feelings?

Was any of the data collected by participants who have received free equipment, in-kind services, or support to organizations they are members of by companies listed in Section 1709 of the FY2025 NDAA?

Some of the points raised by the DSPA suggest possible confirmation bias.

I will also email the DSPA to ask if they are doing all the investigative work, including trips to Washington, DC, and meetings facilitated by the Commercial Drone Alliance.

I emailed Kenji Sugahara and Vic Moss, cofounders of the DSPA, to inquire about funding and access. Vic told me that members without DJI support fund the DSPA. They also paid the nonprofit rate to the CDA for introductions and access to government representatives. A discount from the CDA would have been a newsworthy event on its own.
